Commissioner of Children and Families shall conduct a comprehensive study of all programs for children and families offered by the department, effective July 1, 2014.

Study scope includes assessment of whether current programs meet the needs of children and families and identification of necessary programmatic or legislative changes to better protect and serve them.

Commissioner must submit a report to the joint standing committees on children and human services by July 1, 2015 with findings and may include recommendations for addressing service gaps and improving access.
