Repeals and replaces Section 19a-177 of the general statutes effective October 1, 2014, establishing the commissioner's duties regarding emergency medical services coordination and regulation.

Requires the commissioner to establish primary service areas and assign primary service area responders, with each state-owned campus having an acute care hospital on its premises designated as the primary service area responder for that campus.

Mandates the commissioner collect quarterly data from licensed and certified ambulance services including call volume, response times, emergency medical services levels required, and prehospital patient data.

Authorizes the commissioner to establish and adjust rates for licensed ambulance services and certified ambulance services, with automatic approval for rate increases not exceeding the Medical Care Services Consumer Price Index.

Requires the commissioner to annually issue minimum equipment requirements for ambulances and rescue vehicles based on national standards, with one year compliance deadline.
