Requires scrap metal processors to record descriptions, weights, prices, and seller identification for all scrap metal purchases, and photograph vehicles with license plates making deliveries.

Exempts scrap metal processors from holding wire, cable, and electrical equipment for five days unless purchased from licensed demolition contractors or those who have already segregated such materials.

Requires scrap metal processors, junk dealers, and junk yard operators to immediately notify municipal law enforcement when offered bronze statues, plaques, historical markers, cannons, bells, lamps, lamp posts, or similar items.

Prohibits purchase or receipt of marked beverage kegs (stainless steel or aluminum) and municipal property unless accompanied by written authorization from the municipality's chief executive officer or appropriate department head.

Establishes penalties of class C misdemeanor for first violations, class B misdemeanor for second violations, and class A misdemeanor for third or subsequent violations of these requirements.
