Creates a two-year moratorium from affordable housing land use appeals (Section 8-30g) for municipalities that complete an incentive housing development of at least 16 dwelling units.

Moratorium begins upon publication of a certificate of incentive housing development completion by the Commissioner of Housing in the Connecticut Law Journal, or upon notice of provisional approval if the commissioner fails to act within 90 days.

Municipalities must apply to the Commissioner of Housing with documentation including certificates of occupancy for each dwelling unit; the commissioner has 90 days to approve or reject the application.

Public comment period of 30 days is required after the commissioner publishes notice of a filed application in the Connecticut Law Journal.

Makes technical corrections to existing statute Section 8-30g(l)(1), changing "certification" to "certificate" and removing language extending a prior moratorium; effective October 1, 2014.
