Establishes a Commission on Connecticut's Leadership in Corporation and Business Law, effective October 1, 2014, comprising representatives from the Connecticut Bar Association, state agencies, legislative committees, and gubernatorial appointees to develop policies promoting Connecticut as a premier business jurisdiction.

Commission shall develop a ten-year strategic plan by October 1, 2015, to attract and retain business entities organizing under Connecticut law, examining statutory impacts, tax implications, judicial procedures, and Secretary of State filing capabilities compared to Delaware and other states.

Chief Court Administrator shall establish a Business Organizations and Transactions Court in at least three judicial districts with separate dockets for expedited resolution of corporation law cases involving business formation, shareholders, stock, securities, and ownership transfers.

Governor shall appoint judges with demonstrated corporate and business law expertise to the Business Organizations and Transactions Court, with case management policies designed to reduce filing-to-disposition timelines and create consistent corporate law precedent.

Chief Court Administrator shall submit implementation report to relevant legislative committees by January 1, 2015, detailing procedures for individual calendars, discovery/pleading efficiency measures, and timeline reductions for business law cases.
