Amends section 10-16b of the general statutes to require the State Board of Education to make available curriculum materials for on-line coursework providing remedial study skills instruction for students.

Adds on-line study skills instruction as an eighth item to the list of instructional topics that the State Board should assist local and regional boards of education in including in their programs.

Renumbers the previously eighth item (topics approved by the state board upon request) to become the ninth item in the list of encouraged instructional programs.

Takes effect July 1, 2014.
