Updates the fiscal year baseline for school readiness program funding from 2009 to 2015, effective July 1, 2014.

Replaces a single per-child cost cap of $8,346 with differentiated rates: $9,000 for full-day programs and $4,500 for part-day programs.

Increases reimbursement for full-day school readiness programs while establishing a separate, lower rate for part-day programs.

Applies the new cost structure to fiscal year 2015 and all subsequent fiscal years.
