Expands definition of child pornography in the first degree to include series of images, films, or videotapes depicting multiple children in sexually explicit conduct or multiple acts by one or more children, in addition to existing provisions for 50+ visual depictions or depictions involving serious physical injury.

Adds to child pornography in the second degree the possession of series of images, films, or videotapes with 20 or more frames depicting a single act of sexually explicit conduct by one child, in addition to the 20-49 visual depictions threshold.

Adds to child pornography in the third degree the possession of series of images, films, or videotapes with fewer than 20 frames depicting a single act of sexually explicit conduct by one child, in addition to fewer than 20 visual depictions.

Maintains mandatory minimum sentences: five years for first degree, two years for second degree, and one year for third degree, with portions that cannot be suspended or reduced.

Requires the Department of Emergency Services and Public Protection to notify the chief executive officer of each municipality when a registered sexual offender is released into that municipality, providing the same registry information available to the public online.
