Requires all bulk water haulers to obtain a license from the Department of Public Health effective October 1, 2014, defining bulk water hauling as transporting 250 gallons or more of water for public drinking water supply purposes.

Application fee of $100 with biennial renewal at $100, with applicants required to demonstrate qualifications and show no prior professional disciplinary action relating to bulk water hauling.

Water transported must meet Connecticut drinking water standards under section 25-32 of the general statutes, and haulers must notify water companies before delivering water to their consumers.

Limits bulk water hauling to temporary measures for alleviating water supply shortages, with the commissioner authorized to inspect equipment, investigate water sources, and issue orders to protect public health.

Violations subject to disciplinary action by the commissioner for fraud, deceit, negligent or incompetent conduct, or violation of the licensing requirements, with criminal penalties of class C misdemeanor for non-compliance.
