Commissioner of Developmental Services shall develop a plan by July 1, 2015 in consultation with service recipients, families, advocates, providers, and labor representatives to ensure all eligible individuals with intellectual disability receive services by July 1, 2016.

Plan must include community-based residential services, respite care, emergency care, day program services, vocational services, and in-home support services for individuals currently on waiting lists.

Plan shall specify required staffing, facilities, appropriations, Medicaid waivers, additional resources, and implementation timeline, with submission to relevant legislative committees by January 1, 2016.

Commissioner must provide eligible individuals with all appropriate services by July 1, 2016 according to the submitted plan.

Service expansion shall not result in reduction of other department services or cuts to employee pay and benefits at the department or contracted service provider organizations.
