Redefines "juice bar or similar facility" as a separate room or area within a cafe permit premises where only nonalcoholic beverages are served to minors, with no alcoholic liquor present, sold, dispensed, or consumed.

Requires cafe permit holders to provide written notice to the town's chief law enforcement officer 5-30 days in advance of scheduled juice bar events, sent by certified mail or email.

Allows the chief law enforcement officer to designate one or more law enforcement officers to attend juice bar events at the permit holder's expense.

Requires servers to issue conspicuous wristbands to patrons aged 21 and older to verify age before serving alcoholic liquor during juice bar operating hours.

Establishes penalties of up to $2,500 for a first offense, $5,000 for a second offense, and $10,000 for a third or subsequent offense, or imprisonment up to one year, or both fine and imprisonment.
