Increases the Thompsonville Fire District board of commissioners from three to five members, with two additional commissioners to be elected at the May 2015 annual meeting serving until May 2018, then three-year terms thereafter.

Requires the board of fire commissioners to submit the proposed annual budget to district electors for approval by referendum at the annual meeting.

Establishes a process for budget rejection where commissioners must submit a revised budget and call a special meeting within two weeks; this process continues until electors approve a budget.

Allows the district to operate under the most recently approved budget if electors have not approved a new one.

Establishes voting hours for commissioner elections from 6:00 a.m. to 8:00 p.m. on the day of annual or special meetings, effective October 1, 2014.
