Establishes a task force to study the general statutes and identify provisions that are obsolete or no longer relevant

Task force consists of 12 members: 2 appointed by House Speaker, 2 by Senate President Pro Tempore, 1 by House Majority Leader, 1 by Senate Majority Leader, 2 by House Minority Leader, 2 by Senate Minority Leader, and 2 by the Governor

All appointments must be made within 30 days of the bill's effective date, with the House Speaker and Senate President Pro Tempore selecting the task force chairpersons

First task force meeting must be held within 60 days of the bill's effective date; task force may hold public hearings and receive testimony from state and local agencies, community organizations, and other entities

Task force must submit a report of findings and recommendations to appropriate joint standing committees by January 1, 2015, and shall terminate upon submission of the report or January 1, 2015, whichever is later
