Exempts agreements between institutions of higher education and private entities from state contracting requirements under Connecticut General Statutes Chapter 58, effective October 1, 2014

Applies to agreements where the institution provides services (including training) to a private entity for a fee

Applies to "nonfinancial agreements" including nondisclosure of patented or copyrighted information, joint program ventures, contribution of educational equipment, or donation of clinical sites

Neither the institution of higher education nor the private entity shall be considered a state contractor under these specified agreements
