Authorizes town selectmen to clear, mow, repair fences, and maintain neglected burial grounds and cemeteries with more than six interment sites that are not under the control of a functioning cemetery association.

Provides municipalities with liability protection from civil damages or criminal penalties when performing cemetery care and maintenance under this act.

Establishes a nonlapsing "neglected cemetery account" within the General Fund to provide municipal grants for cemetery maintenance, administered by the Office of Policy and Management.

Directs all fees received by the Department of Public Health for death certificates to be deposited into the neglected cemetery account.

Waives death certificate fees for spouses, children, or parents of deceased veterans requesting copies, effective October 1, 2014.
