Extends the optional uniform regional school calendar adoption period for local and regional boards of education from July 1, 2014 through July 1, 2015, with mandatory implementation beginning July 1, 2016, except boards with conflicting employee contracts may delay until July 1, 2017.

Removes the requirement that child day care services administered by public schools or municipal agencies must be located in a public school building to qualify for licensing exemptions.

Expands the Subsidized Training and Employment program to include new apprentices who are current students at public or private high schools, preparatory schools, or institutions of higher education, with grants covering up to 100% of on-the-job training costs (capped at $10 per hour) in the first 30 days, declining to 25% by days 151-180.

Updates reporting requirements for the Labor Commissioner to include data on both small businesses and small manufacturers participating in the expanded Subsidized Training and Employment program, as well as employment and job creation outcomes.
