Requires governing councils of state and local charter schools to post meeting schedules, agendas, and minutes on their websites, including subcommittee meetings.

Mandates that governing council membership meet requirements set forth in section 10-66bb at the time of application and at all times thereafter for both state and local charter schools.

Requires the Commissioner of Education to randomly select one state or local charter school annually for a comprehensive financial audit, with costs borne by the charter school except as otherwise provided.

Allows state and local charter schools to participate in cooperative arrangements with other educational entities, subject to Commissioner approval, while maintaining their charter school status and obligations.

All provisions take effect July 1, 2014.
