Expands eligibility for state education aid to technical high schools by changing statutory language from "except" to "including" provisions relating to state aid eligibility, effective July 1, 2014.

Requires the superintendent of the technical high school system to submit all reports required by law to the technical high school system board.

Mandates that equipment and facilities of agricultural science and technology education centers be used exclusively for those centers.

Modifies grant provisions for agricultural science and technology education centers, specifying construction cost reimbursement rates (95 percent for projects filed before July 1, 2011; 80 percent for projects filed on or after that date) and per-student funding of $2,750 for secondary school enrollment.
