Establishes a nursery facility at the Connecticut Correctional Institution in Niantic for infants born to incarcerated or detained women serving sentences of eighteen months or less.

Allows infants to remain at the institution for up to eighteen months or until placement is arranged, whichever is shorter, rather than being removed within sixty days as previously required.

Commissioner of Correction may establish eligibility criteria for infant placement, including requirements for mothers to participate in programs, education, counseling, or other activities.

Authorizes the Commissioner to adopt regulations in consultation with the warden and Department of Children and Families governing infant placement and care.

Requires the Department of Children and Families to provide administrative review if a mother objects in writing to her infant's placement.
