HB 5571 Summary

• Requires a certificate of need for the termination of inpatient or outpatient reproductive services offered by any hospital or facility operating in Connecticut, effective October 1, 2014.

• Requires the Attorney General to consider foregone payments in lieu of taxes (PILOT) when evaluating the fair market value of nonprofit hospital assets during hospital conversion proceedings.

• Narrows the definition of "provider" for medical foundation purposes to include only physicians licensed under chapter 370, removing chiropractors, optometrists, and podiatrists from the definition, effective October 1, 2014.

• Maintains existing certificate of need requirements for hospital service terminations, facility transfers, equipment acquisitions, and other health care facility changes.
