Commissioner of Economic and Community Development must issue a request for proposals by February 1, 2015, to establish and administer a bioscience and biotechnology business development program in the Southeastern Connecticut Planning Region, with one proposal to be approved by May 1, 2015.

Approved program shall include outreach to entrepreneurs and business leaders, a marketing plan for bioscience development identifying regional assets and goals, a working group of 10-15 business and community leaders, and identification of a facility to serve as a business incubator with an associated website.

Commissioner must report to the joint standing committee on commerce by January 1, 2017, regarding the request for proposals issued and the program established.

Modifies section 32-235(b) of the general statutes to allocate funds from bond proceeds for the bioscience program established under this act, in addition to existing economic development programs.

Effective date is October 1, 2014.
