Commissioner of Housing must review state housing regulations to determine compliance with state and federal fair housing laws, effective from passage.

Review shall examine whether statutes, regulations, incentives, and allocation criteria have furthered fair housing for families with children and assess disproportionate concentration of subsidized housing in low-achieving school districts.

Review shall include recommendations for remedying racial or ethnic segregation exacerbated by prior public housing fund allocations.

Review shall include recommendations to increase subsidized housing availability in school districts not classified as low-achieving pursuant to section 10-223e of the general statutes.

Commissioner must submit report to joint standing committees having cognizance of housing matters no later than January 1, 2015.
