Modifies surety bail bond procedures to allow sureties to apply to court within six months of bond forfeiture to be released for good cause shown if the principal absconds.

Establishes a six-month stay of execution on forfeited bonds of $500 or more, during which the court must issue a rearrest warrant and notify the surety; the stay may be extended for good cause at the court's discretion.

Allows defendants whose bonds are forfeited to have the forfeiture vacated if they voluntarily return to court within five business days and the court finds their failure to appear was not willful.

Requires courts to vacate bond forfeitures and release bail bond agents, sureties, and insurers if the principal is detained, incarcerated, or removed by federal immigration authorities and the state's attorney declines to seek extradition.

Adds veterans to the list of persons eligible for automatic bail bond termination upon admission to the supervised diversionary program for persons with psychiatric disabilities.
