Establishes an urban sites remedial action program for identifying, evaluating, planning, and remediating polluted real property owned or controlled by the state.

Requires the Commissioners of Economic and Community Development and Energy and Environmental Protection to prioritize sites based on remediation costs, complexity, economic development benefits, and whether sites are in distressed municipalities or targeted investment communities.

Authorizes the state to acquire polluted commercial or industrial property through purchase or condemnation, with the state accepting liability up to $15 million for remediation costs and the property owner liable for any costs exceeding that amount.

Establishes an Urban Site Remediation Fund to pay for assessment and remedial activities, municipal economic development entity insurance costs, local property taxes on acquired property, and program administration.

Requires the commissioners to jointly select three priority sites by January 1, 2015, and begin expedited evaluation and remediation by March 1, 2015, in consultation with municipal officials and community stakeholders.
