SB 7 Summary

• Prohibits health insurance companies, hospital service corporations, medical service corporations, and health care centers from requiring insured individuals to use mail order pharmacies as a condition of receiving prescription drug benefits.

• Prohibits insurers from requiring an insured person to use a prescription drug more than once if that drug has previously failed for that person (step therapy restriction).

• Prohibits insurers from requiring the off-label use of prescription drugs unless prescribed by the person's treating health care provider, while preserving providers' right to prescribe off-label drugs.

• Applies to both individual health insurance policies and group health insurance policies delivered, issued, renewed, amended, or continued in the state.

• Takes effect January 1, 2015 and amends Connecticut General Statutes sections 38a-510 and 38a-544.
