Repeals and replaces Section 38a-1084 to establish comprehensive duties for the Connecticut Health Insurance Exchange, effective from passage.

Exchange must administer qualified health plans for individuals and employers, including certification procedures, toll-free hotline support, enrollment period management, and an Internet website with comparative plan information.

Exchange shall inform individuals of eligibility for Medicaid, CHIP, and state/local public programs; screen applications and enroll eligible individuals; and provide cost calculators for coverage after tax credits and cost-sharing reductions.

Exchange must establish financial integrity requirements including accurate accounting, annual reporting to the Secretary, Governor, Insurance Commissioner and General Assembly, and prohibits use of administrative funds for staff retreats, promotional giveaways, excessive executive compensation, or legislative/regulatory promotion.

Effective one year after this section's effective date, the exchange may negotiate premiums with health carriers offering qualified health plans through the exchange.
