Modifies the Connecticut Health Insurance Exchange board composition effective October 1, 2014, to consist of twelve voting members and three nonvoting members, adding one voting member who is an active insurance producer appointed by the Governor for a two-year term.

Allows the insurance producer board member to be employed by or affiliated with insurers and insurance producers, creating an exception to the general conflict-of-interest restrictions that prohibit other board members from such affiliations.

Changes the quorum requirement from six board members to seven board members effective October 1, 2014, while maintaining the requirement that six members constitute a quorum prior to that date.

Requires the initial appointment of the insurance producer board member to be made no later than October 1, 2014, while maintaining the July 1, 2011 deadline for all other initial board appointments.

Clarifies the composition and ex-officio membership structure of the board between June 19, 2013 and October 1, 2014, including the removal of the Special Advisor to the Governor on Healthcare Reform as a voting member and addition of the Commissioner of Mental Health and Addiction Services as a nonvoting member.
