Establishes an English language learner educator incentive program administered by the Office of Higher Education, effective July 1, 2014

Provides grants up to $5,000 per year (maximum two years) to students in the last two years of a teacher preparation program at four-year institutions who will pursue bilingual education or English as a second language endorsements

Offers loan reimbursement up to $2,500 per year for up to four years to grant recipients who teach in public schools with bilingual education or English language learner endorsements after graduation

Repeals previous provisions that limited loan reimbursement to 20 persons with five-year employment commitments and repayment requirements for early termination
