Repeals and revises sections 10a-11 and 10a-11a of Connecticut general statutes, effective July 1, 2014.

Authorizes the Office of Higher Education to establish a minority advancement program to support efforts by state higher education institutions toward ensuring racial and ethnic diversity among students, faculty, administrators, and staff.

Requires establishment of a Connecticut Collegiate Awareness and Preparation Program to provide motivation and skills development for low-performing middle and high school students through linkages with public school systems.

Requires establishment of a College Access and Success Program to strengthen minority student retention and graduation rates at Connecticut institutions of higher education.

Mandates competitive grant funding available to all Connecticut higher education institutions and requires annual reporting to the Governor and General Assembly on high school graduation rates and college enrollment, retention, and graduation rates of program participants.
