Establishes the "Mashantucket Pequot and Mohegan Fund" as a separate nonlapsing fund beginning fiscal year 2015, with transfers based on appropriations rather than a fixed $135 million amount, distributed to municipalities by the Office of Policy and Management.

Increases the environmental review application fee from $30 to $60 (effective October 1, 2009), with municipalities retaining $2 for administrative costs and remitting the remainder to the Department of Energy and Environmental Protection.

Requires all police basic training programs conducted by the Division of State Police, Police Officer Standards and Training Council, and municipal police departments to include a course on handling incidents involving individuals with serious mental illness (effective October 1, 2014).

Removes the $100,000 annual administrative cost allocation to the Department of Economic and Community Development from the dry cleaning pollution remediation account, allowing those funds to support environmental investigations and site assessments instead.

Repeals restrictions limiting elderly renter grant eligibility to those who received grants in 2011, opening the program to new applicants while establishing appeal procedures through the Secretary of the Office of Policy and Management consistent with property tax relief programs.
