SB 30 Summary

• Renames "The Connecticut State University System Infrastructure Act" to "The Board of Regents for Higher Education Infrastructure Act" and expands the program to include regional community-technical colleges and Charter Oak State College in addition to the Connecticut State University System.

• Increases authorized general obligation bond funding from $950 million to $1,053,500,000, with fiscal year caps ranging from $95 million to $175 million, extending the program through fiscal year 2019.

• Transfers governance authority from the Board of Trustees of the Connecticut State University System to the Board of Regents for Higher Education for approving project revisions, additions, and deletions within the capital improvement program.

• Requires the Board of Regents to report biannually to the General Assembly on bond proceeds distribution and project revisions, and requires independent audits of infrastructure projects annually.

• All provisions effective July 1, 2014, amending Connecticut General Statutes sections 10a-91a through 10a-91h.
