Modifies Section 51-5d to change language from "takes" to "took" regarding fee increases effective July 1, 2009, for transferring revenue to fund legal services for the poor.

Increases the percentage of 2012 fee increase revenue transferred to legal services funding from 70% to 95% on or after July 1, 2014, with the remaining percentage redirected to the Judicial Data Processing Revolving Fund.

Requires the Chief Court Administrator to certify and transfer fee increase revenues quarterly (by January 31, April 30, July 31, and October 31) to the organization administering the lawyers' clients' funds program.

Repeals Sections 9-15 of Public Act 12-89 and Section 14 of Public Act 13-194 effective October 1, 2014.

Takes effect July 1, 2014 for the primary amendments and October 1, 2014 for the repealer section.
