Requires persons filing merger or acquisition information with federal antitrust authorities involving hospitals or health care providers to simultaneously notify Connecticut's Attorney General and provide copies upon request.

Mandates written notice to the Attorney General at least 30 days before material changes to group medical practice structure, including mergers, acquisitions, or affiliations with hospitals or medical foundations involving 8 or more physicians.

Requires hospitals to promptly ask patients upon admission if they want their physician notified, and to notify the designated physician within 24 hours of the patient's request.

Establishes certificate of need requirements for transfer of ownership of group practices to non-physician entities, with expedited 60-day review and presumption of approval when offer responds to a request for proposal.

Expands certificate of need review criteria to include impact on provider diversity and patient choice, and potential adverse effects on health care costs and accessibility from consolidations.
