Restricts pesticide applications on school grounds to certified pesticide applicators (supervisory or operational certification under section 22a-54) or emergency situations posing immediate threats to human health.

Prohibits lawn care pesticides on grounds of public or private preschools and schools with students in grade twelve or lower, with limited exceptions for integrated pest management plans on playing fields and playgrounds (through July 1, 2010) and emergency applications approved by health officials.

Exempts regional agricultural science and technology education centers from pesticide application restrictions.

Takes effect July 1, 2014 and amends section 10-231b of the general statutes.
