Expands eligibility for streamlined adoption procedures to include persons who share parental responsibility with a child's parent under Connecticut General Statutes section 45a-724(a)(3), in addition to stepparent adoptions.

Allows Probate Court to waive notice requirements to the Commissioner of Children and Families and waive investigation and report requirements unless good cause is shown.

Permits Probate Court to approve adoption at a hearing if satisfied the adoption is in the child's best interests, or order an investigation for good cause.

Effective date: October 1, 2014.
