Repeals and replaces Section 47a-11d to establish procedures for landlords to manage possessions of deceased tenants, effective October 1, 2014.

Requires landlords to notify the deceased occupant's emergency contact (if designated) and next of kin by regular and certified mail, stating the intention to remove possessions and offering a 60-day reclamation period.

Mandates landlords file an affidavit with probate court, inventory possessions after 30 days, and wait 15 days after filing the inventory before removal, allowing another 15 days of secure storage.

Establishes a process where landlords may file a certificate with superior court after 60 days to obtain a judgment allowing state marshals to remove possessions and deliver them to municipal storage, with public auction of unclaimed items after 15 days and proceeds going to the estate or State Treasurer.

Requires 24-hour notice to the municipality and reasonable efforts to notify the emergency contact or next of kin before removal and sale, and halts all proceedings if probate administration is filed within 55 days of the landlord's affidavit.
