Requires local and regional boards of education to adopt a policy or memorandum of understanding with law enforcement agencies regarding the role of sworn police officers assigned to schools, effective July 1, 2014.

Policy or memorandum must address daily interactions between students and school personnel with law enforcement and may include a graduated response model for student discipline.

Adds "school-based arrests" as a required measure in strategic school profile reports, defined as arrests of enrolled students on school property during the school day or at school-sponsored activities.

Requires the Department of Education to disaggregate school-based arrest data by school, race, ethnicity, gender, age, disability status, and type of offense, and make this data available through the state-wide public school information system.

Adds in-school suspensions, out-of-school suspensions, and expulsions to the list of measures that must be reported in annual strategic school profile reports.
