Expands the definition of "hazardous duty member" eligible for hazardous duty retirement to include the director or assistant director of the Emergency Response and Spill Prevention division within the Department of Energy and Environmental Protection.

Requires the director or assistant director to make retroactive contributions to the State Employees Retirement Fund equivalent to what they would have paid as a hazardous duty member for each year of credited service.

Maintains existing hazardous duty member classifications for state police, correctional institution staff, Whiting Forensic Division employees, Criminal Justice Division detectives and inspectors, and Board of Pardons and Paroles employees.

Takes effect October 1, 2014, and amends section 5-192f(d) of the general statutes.
