Repeals and replaces Section 31-60 of the general statutes effective October 1, 2014, governing minimum wage and gratuity recognition for employees.

Establishes gratuity recognition percentages for hotel and restaurant workers (excluding bartenders): 34.6% of minimum wage effective January 1, 2014; 36.8% effective January 1, 2015; 33% effective January 1, 2016; and 30% effective January 1, 2017.

Establishes gratuity recognition percentages for bartenders: 15.6% of minimum wage effective January 1, 2014; 18.5% effective January 1, 2015.

Prohibits gratuities from counting toward minimum wage if an employer imposes a surcharge on or reduces the gratuity paid through credit card transactions.

Authorizes the Labor Commissioner to adopt regulations recognizing board and lodging deductions (eighty-five cents for full meals, forty-five cents for light meals) and establishing wage modifications for learners, apprentices, and persons under eighteen.
