Restricts advertising farm products as "Connecticut-Grown" to only those grown or produced within Connecticut, while allowing "Native," "Local," or "Locally-Grown" labels for products grown within a 10-mile radius of the point of sale.

Requires sellers of "Connecticut-Grown" products to provide an 8.5" x 11" sign visible to consumers listing the product name and grower's name and address, with violations subject to $100 fines per day.

Requires grocery and food stores to be certified as "Connecticut-Grown Markets" to receive state grants or financial assistance, with certification requiring 5% of shelf space stocked year-round and 25% during July-September with Connecticut-grown products.

Establishes a certification program for restaurants serving at least 20% farm products grown and produced in Connecticut to use the "Connecticut-Grown Restaurant" designation for marketing.

Effective date is October 1, 2014 for all provisions.
