Commissioner of Energy and Environmental Protection may designate Department of Energy and Environmental Protection lands as "lands of public use and benefit" for conservation, public enjoyment, or recreational purposes.

Commissioner of Energy and Environmental Protection must establish a publicly accessible geographic information map system and database containing a public use and benefit land registry by January 1, 2015.

Public use and benefit land registry must include location and ownership information, categorizations based on use and protection level, information data sheets with deeds and surveys, and management plans for lands owned by state agencies, municipalities, land conservation organizations, and water supply authorities.

Registry must be available on the Department of Energy and Environmental Protection's website by January 1, 2015, initially covering three state parks with quarterly updates adding ten additional state parks thereafter.

Commissioner of Agriculture may place conservation or preservation restrictions on lands owned by the Department of Agriculture.
