Expands the definition of "mattress" to include foundations and renovated foundations or renovated mattresses, while explicitly excluding mattress pads, toppers, sleeping bags, pillows, car beds, juvenile products, water beds, air mattresses without upholstery, and upholstered furniture like fold-out sofas and futons.

Requires the mattress stewardship council to propose a stewardship fee biennially (or more frequently if needed) for all mattresses sold in the state except crib and bassinette mattresses, subject to auditor review and approval.

Mandates an auditor review proposed fees within 60 days to ensure they do not exceed program costs and maintain adequate financial reserves; if reasonable, the fee takes effect at least 90 days after auditor notification.

If an auditor deems a fee unreasonable, the Commissioner of Energy and Environmental Protection makes the final approval decision based on the auditor's opinion and any council comments.

Requires all retailers to add the stewardship fee to the purchase price of mattresses sold in the state, with the fee appearing separately on invoices accompanied by a description, and prohibits any non-participating producer from selling mattresses in the state.
