State Comptroller shall report on CORE-CT system status not later than October 1, 2014, and every two years thereafter, rather than annually, including total costs, projected costs for three fiscal years, vendor cooperation, and upgrade information.

Raises the personal property inventory threshold from $1,000 to $5,000 for state agencies to report detailed inventories to the Comptroller annually by October 1.

Adds Comptroller or designee as a nonvoting, ex-officio member to the Connecticut State Employees Retirement Commission and clarifies the composition and appointment procedures for all commission trustees.

Transfers responsibility for fire and casualty insurance coverage of the Connecticut building at the Eastern States Exposition from the Comptroller to the State Insurance and Risk Management Board.

Changes the flexible spending account program reporting deadline from March 30, 2012, to April 30, 2015, and annually thereafter, and corrects cross-reference in interest payment statute from section 4a-73 to section 4a-72.
