Repeals and replaces Section 17b-320 of general statutes effective July 1, 2014, establishing a resident day user fee on licensed nursing homes in Connecticut.

Imposes a quarterly resident day user fee calculated by multiplying a nursing home's total resident days by a rate determined by the Commissioner of Social Services, with fees due January 31, April 30, July 31, and October 31 annually.

Adds definition of "Medicaid pending day" (a day of care for individuals with filed Medicaid applications) and clarifies that resident days exclude Medicare days and Medicaid pending days until Medicaid payment is received.

Establishes penalties of 10% of amount due or $50 (whichever is greater) plus 1% monthly interest for late payments, with the Commissioner of Revenue Services authorized to withhold delinquent amounts from Department of Social Services payments.

Requires federal approval of the waiver for uniform and broad-based user fees under 42 CFR 433.68 before fee collection begins; commissioner must cease collection if federal approvals are withdrawn.
