Establishes definitions for yellow pages phone book distribution, including that "distribution" means unsolicited delivery of more than four tons annually, but excludes delivery by membership organizations or to those requesting delivery.

Requires any distributor of yellow pages phone books to use the United States Postal Service for distribution, effective October 1, 2014.

Amends seven existing statutes to explicitly include yellow pages phone books in references to telephone directories, affecting licensing and advertising requirements for massage therapists, home construction contractors, pesticide applicators, professional bondsmen, surety bail bond agents, and others.

Clarifies that telephone companies and persons compiling directories for them are exempt from certain restrictions on republishing consumer information from telephone directories for solicitation purposes.

All provisions take effect October 1, 2014.
