Defines "neighborhood electric vehicle" as a four-wheel, electrically powered motor vehicle with a speed range of 20-25 miles per hour that conforms to National Highway Traffic Safety Administration standards (49 CFR 571.500).

Authorizes the Commissioner of Motor Vehicles to issue certificates of registration, marker plates, and titles to owners or lessees of neighborhood electric vehicles upon application and proof of financial responsibility.

Requires operators to carry a valid motor vehicle operator's license or learner's permit, registration certificate, automobile insurance identification, and display marker plates on the vehicle.

Restricts neighborhood electric vehicle operation to highways with established speed limits of 35 miles per hour or less, though crossing intersections with higher speed limit highways is permitted.

Requires neighborhood electric vehicles to meet equipment standards in Connecticut General Statutes sections 14-80 to 14-106c, except where inconsistent with NHTSA low-speed vehicle design standards; effective October 1, 2014.
