Increases the maximum financial assistance under the rent bank program from $1,200 to $2,049 per family during any 18 consecutive months, effective October 1, 2014.

Establishes an annual cost-of-living adjustment of 1.5 percent to the maximum assistance amount, beginning January 1, 2015 and continuing annually thereafter.

Maintains eligibility requirements for families with income not exceeding 60 percent of the state median income, including those receiving temporary family assistance who are at risk of homelessness or eviction/foreclosure.

Requires eligible families to document severe hardship (such as job loss, medical disability, or disaster) and participate in assessment and mediation programs to receive assistance.

Authorizes the Commissioner of Housing to adopt regulations to determine eligibility standards and implement the rent bank program.
