Establishes an advisory council on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections (PANDAS) and pediatric acute neuropsychiatric syndrome, appointed by the Commissioner of Public Health, to advise on research, diagnosis, treatment, and education.

Advisory council shall include 14 members with relevant expertise including immunologists, pediatricians, child psychiatrists, medical researchers, school psychologists, autism advocates, and a parent with an affected child.

Changes nursing home refund language from "thirty days of receipt" to "thirty days after receipt" of written notification that an individual is no longer planning admission.

Amends hospice and nursing home death pronouncement procedures to include the term "or" between "hospice, nursing home facility" and "residential care home" for grammatical clarity.

All amendments effective October 1, 2014.
