Revises the scope of Connecticut's Banking Law to include business and industrial development corporation licensees as entities subject to banking regulations.

Changes the language in Section 36a-1 from "as" to "who" to clarify that the Banking Law applies to persons who subject themselves to its provisions or violate them.

Repeals Section 36a-3 of the 2014 supplement to the general statutes.

All changes become effective October 1, 2014.
