Amends section 17b-749 of the 2014 supplement to the general statutes to prevent retroactive awards of child care subsidies from the Department of Social Services.

Prohibits retroactive child care subsidy awards to foster or adoptive families who received subsidies from the Department of Children and Families during the same time period.

Aims to prevent waste and abuse in the distribution of child care subsidies and promote fairness among eligible families.
